Presentation of the PPU
The Programme particulier d'urbanisme (PPU) of the Boulevard des Anciens-Combatants is part of the City of Sainte-Anne-de-Bellevue's desire to plan the development of vacant land north of Ste. Anne's Hospital.
In 2018, the land was transferred to the municipality by the Quebec government as financial compensation following the transfer of the federal hospital (Veterans Affairs Canada) to the West Island Integrated University Health and Social Services Centre [IUHSSC].
This planning approach provides the City with concrete tools to design and master the development of the site upstream. Development potential offers the opportunity to consolidate the growth of Sainte-Anne-de-Bellevue from a sustainable and eco-urbanism perspective.
The Programme particulier d'urbanisme (PPU) is a component of the city's urban planning plan. The parameters of the Program are governed by the Loi sur l’aménagement et l’urbanisme [Articles 85 to 85.4]. While the city's urban planning plan refers to the planning of the entire municipal territory, the PPU provides more detail on the planning of areas that attract special attention from the city council.

The Project's Vision
In view of the site's characteristics and its context, its past and its vocation dedicated to Veterans, the development of the area of the Boulevard des Anciens-Combatants is intended to be:
"A link between the different sectors of Sainte-Anne-de-Bellevue that dialogues with the components nearby. A neighbourhood dedicated to the development of seniors that combines compactness, diversity and sustainability through the prism of innovation and the avant-garde of proposed developments. An inclusive environment where residents and visitors contribute to the ongoing animation of the site rooted in the heritage of canadian veterans."
