2023 and 2024 Water use billing rates

Regulation 843-1 modifies rates for 2023. It came into force on December 20, 2023.

By-law 855 sets the rates for 2024.



Water compensation amount - Residential unit
A prime rate of $47 is imposed for each residential unit or dwelling having access to water.

In addition to the prime rate, water consumption for each residential unit or dwelling is established as follows:

  • 0.75 per cubic metre for the first 100 cubic metres, plus;
  • 0.85 per cubic metre for the excess of 100 cubic metres up to a maximum of 200 cubic metres, plus;
  • 1.00 per cubic metre for the excess of 200 cubic metres up to 300 cubic metres, plus;
  • 1.20 per cubic metre for the excess over 300 cubic metres.


For any residential unit or dwelling where it is impossible to obtain a reading, for whatever reason, a quantity of 300 cubic metres at the above rates will be charged in addition to the basic rate.

Amount of water compensation - Commercial, institutional or industrial unit.

A prime rate of $76 is charged for each commercial, institutional or industrial unit with access to water.


In addition to the basic rate, water consumption for each commercial, institutional or industrial unit served is established as follows:

  • 0.75 per cubic metre for the first 100 cubic metres, plus;
  • 0.85 per cubic metre for the excess of 100 cubic metres up to 200 cubic metres, plus;
  • 1.00 per cubic metre for the excess of 200 cubic metres up to 300 cubic metres, plus;
  • 1.20 per cubic metre for the excess over 300 cubic metres.


For any commercial, institutional or industrial unit where it is impossible to obtain a reading, for whatever reason, a quantity of 10,000 cubic metres at the above rates will be imposed in addition to the basic rate.
