The Ville de Sainte-Anne-de-Bellevue is still closely monitoring the evolution of the situation with the various government stakeholders and relies on their recommendations to put in place the necessary measures to protect the population.


Level 4 - Maximal Alert (red zone)

As of October 1st, the Montreal region will reach level 4 - maximum alert (red zone) according to the map of COVID-19 alert levels of the Direction générale de la Santé publique du Québec.

Several government restrictions targeting activities and situations where the risk of transmission is considered higher have been announced.

Montréal Agglomeration Declares State of Emergency

On Friday, March 27, 2020, the urban agglomeration of Montréal declared the state of emergency, as requested by the national director of public health of Québec. The local state of emergency grants exceptional powers to the urban agglomeration, enabling it to mobilize the necessary resources and workforce and conveys the latitude required to respond efficiently to ensure the wellbeing of its population.


City Hall Services: by appointment only

The reception desk will remain open to the public, but BY APPOINTMENT ONLY.

If you plan to visit the reception to make a payment or for any other reason, you must first contact the receptionist by phone at 514-457-5500 or by email at, in order to schedule an appointment.

Only one person at a time will be allowed inside the reception. All visitors must wear a mask and disinfect their hands at the entrance.

IMPORTANT REMINDER: Due to the renovations taking place at city hall, the reception desk is now relocated to 209, rue Sainte-Anne (municipal garage).


All other city hall services will remain operational.

Due to the renovations, all employees will be relocated, and some may be working from home. Note, however, that all will be reachable at the usual coordinates.

The Centre Harpell and the park chalets are closed. When leisure activities will resume, these buildings will be open only for the duration of the activity.



Permit applications

Procedure during COVID-19

Given the preventive measures related to COVID-19, electronic mode is preferred for all permit applications.

Permit application forms are available in the Permits and Forms section.

A response will be returned to the applicant within 48 hours, confirming whether the file is complete, the processing time and the fees related to the request.

When the permit is issued, the receptionist will contact the applicants to inform them of the following procedures.

Meetings with a case manager are possible by appointment only. However, meetings by virtual means will be privileged.

If an in-person meeting is required, strict sanitary measures will be applied:

1- Only one person will be admitted;

2- Mandatory hand washing;

3- Wearing a mask is compulsory for the duration of the meeting;

4- Physical distance of 2 meters to be respected.


Payments (Taxes, statement of offence, permits, etc.)

We encourage citizens to make tax payments by direct deposit through their banking institution.

Payments by credit card are preferred and are made by phone or in person, by appointment only.

Municipal Council Meetings and Public meetings

A ministerial decree concerning the order of measures to protect the health of the population in the situation of the COVID-19 pandemic requires that all public meetings and meetings of the municipal council be held without the presence of the public, until further notice.

Therefore, council meetings will take place by technological means, that is, by videoconference. Questions can be sent in advance to and the detailed minutes of the meeting will be posted online after each meeting. All details will be communicated before the Council meeting.

This rule also applies to information sessions or public consultations. In the event that this decree is still in force when such a session is necessary, we will inform citizens of the procedure.

SPVM and Municipal Patrol

The SPVM has the mandate to closely monitor public places and stores to ensure that the guidelines related to governmental preventive measures are respected.

At the Council Meeting of May 11th, the Municipal Council adopted a resolution requesting to the Agglomeration of Montreal and the SPVM that the citizens of Sainte-Anne-de-Bellevue be provided with an equal level of public security service to that received by the citizens of the City of Montreal and its boroughs. To report a non-urgent situation to SPVM: You can now go to the SPVM website to complete a report. Once completed and submitted, this online report will be processed according to emergency priorities. You can also contact the Poste de quartier 1 at 514-280-0101.

Taking into account the various possible repercussions of the pandemic on our services, we have redesigned our teams to ensure that we are able to continue our services effectively in the event of an unforeseen situation.

Regular waste collection continues on the usual schedule. Collection of large pieces or bulk materials is also as usual. See the collection schedule

Do not throw your cleaning wipes in the toilet
Whether to disinfect surfaces, clean your hands or to replace toilet paper, note that despite what the packaging indicates, no wipe is disposable in the toilet. These wipes block the mechanisms of wastewater treatment plants and cause problems. Read more


Parks and sports playgrounds

All parks will remain open. However, it is important to respect the physical distance of 2 meters and all preventive measures.

Tennis courts will remain open, but only singles play is permitted.
Basketball courts are closed.


Events, activities and hall rentals

Leisure activities
The leisure activities programmed for fall are suspended until October 28th.
The situation will be reassessed after that date following the directives issued by the Direction générale de Santé publique.

The city assesses the situation for each event, according to the context and the recommendations in place during the planned event.

Good news! In addition to the annual home decorating contest, our little monsters will be able to celebrate Halloween on October 31. Following the recommendation of Public Health, house-to-house candy collection activities will be authorized, provided certain instructions are followed to reduce the risk of transmission of COVID-19.

However, Halloween parties will not be allowed since gatherings are still prohibited in the red zone.

Promenade du canal and locks

Promenade du Canal

October 1st update: The Promenade du Canal will remain open with the measures already in place (see below). We are counting on everyone's collaboration to respect the measures in place and physical distancing in order to get through this period of restrictions as quickly as possible.

The City reminds users of the boardwalk, that to ensure their safety, social distancing and hygiene measures will be in effect and must be strictly followed by all. In addition to awareness posters which are installed along the boardwalk, users are asked to circulate in one direction. Arrows indicate the direction of traffic and signs clearly define the entrance and exit of the boardwalk.

Parks Canada : National Historic Site of the Canal de Sainte-Anne-de-Bellevue and locks

The Sainte-Anne-de-Bellevue Canal welcomes boaters for the navigation season since June 15 until Monday, October 12, 2020.

Parks Canada also annouces that in order to ensure the safety of employees and respect physical distancing, access to the central island will be strictly reserved for lock keepers and other Parks Canada employees during the period of June-October. In addition, mooring will be limited in order to avoid excessive site traffic.

Finally, three lockages will be scheduled at fixed hour every day: 9 a.m., 12:30 p.m. and 4 p.m.

These decisions could change over the course of the season depending on the evolution of the COVID-19. It should be noted that Parks Canada is currently carrying out major repair work on the upstream jetty; although no obstruction to navigation is expected, inconveniences such as noise and dust are to be expected.

People most at risk of complications are those:

  • with a weak immune system;
  • with a chronic disease such as heart, lung and kidney disease;
  • age 70 and older.


We also remind you of the recommended preventive hygiene measures:

  • Wash your hands often with warm running water and soap for at least 20 seconds.
  • Use an alcohol-based disinfectant if you do not have access to soap and water.
  • When you cough or sneeze, cover your mouth and nose with your arm to reduce the spread of germs. If you use a tissue, throw it away as soon as possible and wash your hands afterwards.
  • Avoid direct contact for greetings, such as handshakes and hugs.
  • Keep a distance of at least 2 meters (6 feet) between you and other people.
  • Wear a mask when impossible to respect a distance of 2 meters (6 feet) and in all indoor public places.



Public Transit

Some frequencies on EXO trains and buses, as well as STM buses have been reduced .

EXO and the STM have implemented additional cleaning measures and invite people to follow the recommended health guidelines.

Among others, the Emergency Assistance Program for Small and Medium-sized Businesses of the Gouvernement du Québec, managed by PME MTL for the Montreal area, offers assistance in the form of loans up to a maximum of $ 50,000, at an interest rate of 3%.
